Cosmetic composition (I), comprises: an aqueous phase; a waxy phase dispersed in the aqueous phase; and an emulsifying system comprising (i) at least one 10-30C alkyl phosphate, and (ii) at least one 8-24C fatty alcohol ether and polyethylene glycol, where: the ether comprises 1-19 ethylene glycol units and has a hydrophilic-lipophilic balance of less than 8 at 25[deg] C; the waxy phase comprises at least 50 wt.% of at least one ductile wax compared to the total weight of the waxy phase; and the ductile wax has a hardness of 0.2-3.5 MPa, and a relaxation 1s of >= 7%. An independent claim is included for set for coating of keratin fibers, such as eyelashes or eyebrows, comprising: at least one cosmetic composition, and at least one applicator of the composition, where the applicator comprises means configured to engage with the keratin fibers, in order to smooth and/or separate the eyelashes or eyebrows.
