PROBLEM TO BE SOLVED: To acquire a black cell list managed by an E-UTAN by using a method in compliance with a function defined in 3GPP specification, at a radio line control station RNC.

SOLUTION: In a mobile communication system of the invention, a radio base station eNB in an E-UTRAN is configured to transmit a frequency of a downlink carrier (EARFCN) and a physical cell ID (PCI) of a blacklisted cell which is prohibited from being accessed with the frequency of the downlink carrier to a radio line controller (RNC) in a UTRAN.
