<P>PROBLEM TO BE SOLVED: To reproduce a music signal with a higher sound quality by expanding a frequency band. <P>SOLUTION: A band path filter 13 divides an input signal into a plurality of subband signals. A feature quantity calculation circuit 14 calculates a feature quantity using at least either the plurality of divided subband signals or the input signal. A high pass subband power estimation circuit 15 calculates an estimate of a high pass subband power based on the calculated feature quantity. A high pass signal generation circuit 16 generates a high pass signal component based on the plurality of subband signals divided by the band path filter 13 and the estimate of the high pass subband power calculated by the high pass subband power estimation circuit. A frequency band expanding device 10 expands a frequency band of the input signal using the high pass signal component generated by the high pass signal generation circuit 16.
