The actuator (40) undergoes bending vibration from the center section to the peripheral section by being applied with a rectangular or sinusoidal drive voltage. The peripheral section of the actuator (40) is not restrained. The actuator (40) undergoes bending vibration while being close to and facing the flat section (51). A central ventilation hole (52) is disposed on the flat section (51) in the center or around the center of an actuator facing region which faces the actuator (40).</p>
