CONGESTION CONTROL METHOD, SUBSCRIBER CALL CONTROL APPARATUS, AND EDGE ROUTER

PROBLEM TO BE SOLVED: To provide a congestion control method, a subscriber call control apparatus and an edge router that are capable of origination restriction at the time of congestion without increasing a CPU usage rate of a subscriber call control apparatus.

SOLUTION: The subscriber call control apparatus 2a includes: a threshold data storage 21a that stores in advance a threshold value used for judging the origination restriction; a traffic measurement section 23a that measures the CPU usage rate of the subscriber call control apparatus 2a; a signal transmission and reception section 24a that receives a call signal from the edge router 3a; a restriction judgment part 22a that judges whether to carry out the origination restriction by the CPU usage rate measured by the traffic measurement section 23a being compared with the threshold value stored in the threshold data storage 21a if the call signal is received by the signal transmission and reception section 24a; and the signal transmission and reception section 24a that transmits to the edge router 3a an instruction for blocking a subscriber terminal accommodated in the edge router 3a in the case where the restriction judgment part 22a judges that the origination restriction is to be carried out.
