PROBLEM TO BE SOLVED: To provide a composite member having hydrophilicity obtained by fixing inorganic particles on a resin substrate, wherein the composite member has super hydrophilicity of≤10°contact angle of the surface to water and is excellent in durability and fog resistance. SOLUTION: The composite member having hydrophilicity is obtained by fixing inorganic particles on a substance body at least whose surface comprises a resin, wherein a thin film of silane monomer having unsaturated bond is formed on the surface of the inorganic particles, the resin on the substrate body surface is chemically bonded with a part of the thin film formed on the particles to chemically bond the resin surface with the unsaturated bond existing on the thin film by graft polymerization.
