PROBLEM TO BE SOLVED: To set the data transfer time for a plurality of other communication devices depending on the data transfer rate. SOLUTION: A band distribution module 112 distributes the band of (time region) of an open slot to best effort communication 1, 2 based on open slot information. In the bands assigned to the best effort communication 1, 2, a queue select module 116 acquires the number of packets which can be transferred from a number of transfer packet calculation table 116T based on its band and application data transfer rate, takes out transmission queues Que1 and Que2 of that number sequentially from buffers 114-1 and 114-2 and feeds them to a transmission control module 117. The transmission control module 117 supplies a read address to a transmission data memory 118 based on a transmission queue, reads out data (packet data) to be transmitted from the transmission data memory 118 and executes the transmission queue.
