<P>PROBLEM TO BE SOLVED: To perform QoS control following state changes of an output line. <P>SOLUTION: A network repeater comprises a QoS control means for controlling parameter information regarding QoS control in relation to data reception through an input line and data transmission through an output line, and an output line monitoring means for monitoring state changes in the output line and for notifying the QoS control means of prescribed condition information if the state of the output line being monitored matches prescribed conditions. When receiving the prescribed condition information of the output line from the output line monitoring means, the QoS control section retrieves predetermined QoS control parameter information corresponding to prescribed conditions indicated in the prescribed condition information and transfers the parameter information to a flow control means and a bandwidth control means.
