<P>PROBLEM TO BE SOLVED: To provide a bulb which has a simple structure, is easily assembled, and has achieved improved safety, such as a high-voltage discharge lamp, capable of supporting an inner pipe and an outer pipe by a metal plate adapter having a drop prevention function, and to provide a lighting device using the bulb. <P>SOLUTION: A bulb L1 comprises an inner tube 3, which houses a light emitting source 1 inside and on the end of which a sealing part 31 is formed; a bottomed cylindrical outer pipe 4 surrounding the inner pipe 3 and provided with a projected or indented locking part 45 on an inner face near an opening 41; an adapter 5 having a reception part 53 receiving the sealing part 31 of the inner pipe 3 and a plurality of arm parts 55 folded and extending outward from the reception part 53 and provided with elasticity, and provided with an indented or projecting locking part 56 engaged with the locking part 45 on the inner face of the outer pipe 4 in the arm parts 55; and a cap 6 having a mounting groove 62 receiving the reception part 53 of the adapter 5 on one end, a base part 61, on which an annular groove 63 receiving the opening 41 side of the outer pipe 4 is formed, and a power reception part 65 on the other end.
