<P>PROBLEM TO BE SOLVED: To provide a system for managing the number of entrants which enables a person in a central control room for controlling a nuclear power plant to identify the current number of entrants in a controlled area. <P>SOLUTION: When receiving an employee ID from an alarm pocket dosimeter (APD) reader 12, a dose management terminal 21 adds/subtracts data on the number of entrants stored in the dose management terminal 21, and transmits the added/subtracted data on the number of entrants to a terminal 22 in a central control room.
