<P>PROBLEM TO BE SOLVED: To provide technique in motion compensation prediction encoding for selecting a motion vector so as to suppress deterioration of image quality in a moving image with a small change. <P>SOLUTION: There are provided calculation means for calculating a difference with a reference block image existing in a position moved along with a motion vector; selection means for selecting one motion vector so that an encoding amount in the case of encoding a selected motion vector becomes small and that the difference corresponding to the selected motion vector becomes small are achieved in a predetermined balance; and encoding means for encoding the motion vector selected by the selection means and the difference calculated by the calculation means for the motion vector. The predetermined balance is a balance such that when the minimum value of the plurality of differences calculated by the calculation means is smaller, it is prioritized that the difference becomes small over that the encoding amount becomes small, and when the minimum value is larger, it is prioritized that the encoding amount becomes small over that the difference becomes small. <P>COPYRIGHT: (C)2012,JPO&INPIT |
