Systems and methods are disclosed that detect uninsured vehicles. An insurance monitoring system (120) described herein receives a message over a mobile network (110) from a mobile device (130) embedded in a vehicle (150), where the message from the mobile device (130) includes a vehicle identification for the vehicle (150). The insurance monitoring system (120) queries an insurance database (125) based on the vehicle identification to determine whether the vehicle (150) is uninsured. If the vehicle (150) is uninsured, then the insurance monitoring system (120) sends a notification message to a law enforcement entity.
