<P>PROBLEM TO BE SOLVED: To prevent looping of the same routing information. <P>SOLUTION: A management device 50 includes a reception unit 51, a determination unit 52, and a communication unit 53. The reception unit 51 receives from a boundary router, routing information that includes router identification information to uniquely identify the boundary router, network identification information to uniquely identify a network that is to be a transmission/reception destination of data, and cost for transmitting/receiving the data to/from the network. The determination unit 52 compares a pair of the network identification information and the cost for each routing information with each other, and determines the boundary router of the router identification information corresponding to the minimum cost, which is one of the costs corresponding to the same network identification information.
