PROBLEM TO BE SOLVED: To suppress effectively image quality deterioration of images including scene changes with an operation amount smaller than that of prior arts without extending a GOP length.

SOLUTION: A scene change is detected against an input image signal which is to be coded (S13), and a frame which exists just after the detected scene change and is originally supposed to be coded as P picture is changed to I picture (S18). By making the changed I picture as a head, the picture types of subsequent frames are changed so as to make a picture group having a predetermine maximum GOP length a new GOP (S19).
