<P>PROBLEM TO BE SOLVED: To provide a water-in-oil emulsion composition which contains an oil-soluble ultraviolet absorber having low solubility, and exhibits good usability and ultraviolet light protection effect and excellent stability. <P>SOLUTION: The water-in-oil emulsion composition contains: (a) an aqueous dispersion of an oil-soluble ultraviolet absorber; (b) a polyoxyalkylene-modified polysiloxane having a molecular weight of 2,000 or more; and (c) at most 5 mass% of an ultraviolet scattering agent, wherein the component (a) is included in the internal (water) phase.
