<P>PROBLEM TO BE SOLVED: To provide a treatment method and a treatment agent with which asbestos in asbestos covering material can be separated and removed without being dispersed in a safe, easy and affordable manner. <P>SOLUTION: A block for preventing scattering asbestos of an asbestos covering material is constructed, and a primary coating agent having viscosity of 20 to 200 centipoise is coated and penetrated by a vehicle holding permeability and made of water soluble polymer in alkaline. A secondary coating agent having viscosity of 20 centipoise or less is penetrated and contacted in acid.
