<P>PROBLEM TO BE SOLVED: To suppress occurrence of optical coupling loss in an optical transmission device and an optical transmission system. <P>SOLUTION: An optical transmission device 100 comprises a first refractive index distribution lens 110 and a second refractive index distribution lens 120. The first refractive index distribution lens 110 is connected to an end of an optical transmission line 210.
