The invention provides a service processing method, a device and a base station controller. The service processing method comprises the following steps: receiving a first service request, including a Temporary Cell Global Identifier (TCGI) for identifying a cell temporarily, sent by a Mobile Station (MS) (101); converting the TCGI in the first service request into a Cell Global Identifier (CGI) for identifying the cell uniquely in a mobile communication network to obtain a second service request (102); and processing the second service request (103). In the embodiment of the invention, all CGIs in the integral mobile communication network do not need to be re-planned and modified uniformly, and the CGIs in other entities do not need to be updated correspondingly, so that a large amount of workload and a large number of human resources for modifying the CGIs periodically are saved; and the CGIs remain unchanged, so that communication service is prevented from interruption during modifying the CGIs, and the normal communication service is ensured.
