PURPOSE: An inner document distribution supplementation apparatus and method thereof are provided to prevent the illegal outflow of an inner document by distributing the encrypted inner document. CONSTITUTION: An HDS(Hardcopy Document Security) management server(110) creates and manages inner document distribution information corresponding to the inner document. A security distribution apparatus(120) creates encrypted document and inserts watermark information by receiving the distribution information. A watermarking detection apparatus(140) classifies safe distribution by receiving the water mark of the distributed document. The distribution information includes watermark establishment information and a user grade.
