PROBLEM TO BE SOLVED: To collect information for connecting to high quality network in non-contract countries.

SOLUTION: A portable terminal comprises: an information collecting unit to collect public mobile communication network selecting information to be used when selecting a public mobile communication network which is to be preferentially selected, for each public mobile communication network; and a storage unit to store the public mobile communication network selecting information collected by the information collecting unit for each public mobile communication network.
