<P>PROBLEM TO BE SOLVED: To improve system throughput and reduce scheduling complexity in a carrier aggregation system. <P>SOLUTION: A second channel quality parameter is selected from sector channel quality parameters measured by a terminal. However, the second channel quality parameter is the largest among the channel quality parameters that satisfy a predetermined secondary component carrier addition rule out of class 1 channel quality parameters. The class 1 channel quality parameters represent channel quality parameters for all sectors for carriers other than a primary component carrier of the terminal in a first base station corresponding to a first channel quality parameter. The first channel quality parameter is the largest among all quality parameters measured by the terminal.
