Disclosed is an optical intensity-to-phase converter provided with: first and second waveguides to which a first input beam is inputted; a third waveguide to which a second input beam is inputted; and an interaction region which is provided in common on the second and third waveguides and in which the first and second input beams are multiplexed and interact with each other, said converter producing a phase difference between output beams outputted from the first and second waveguides on the basis of the intensity of the first or the second input beam. Consequently, the optical intensity-to-phase converter capable of easily configuring an optical A/D converter can be provided.
