<P>PROBLEM TO BE SOLVED: To effectively suppress floating of piles during an earthquake. <P>SOLUTION: A region of a foundation portion of a building 2 is excavated in advance, and a ground improvement body 3 is constructed to a predetermined depth in the whole area of a predetermined region including the surrounding area. Subsequently, circular holes are excavated in a depth direction by a casing rotary excavation method and the like to the ground improvement body 3 at construction scheduled positions of a plurality of piles 4.
