<P>PROBLEM TO BE SOLVED: To provide a technique of a terminal device or the like which can automatically allocate an access key function to a command in a web page. <P>SOLUTION: When web page information (HTML data) is received (YES in step 102), an access key allocation program of a terminal device analyzes the web page information (HTML data) to extract a command. In this case, the allocation program extracts elements in the HTML data such as "a element", "button element", "input element" and the like as a command. Then the allocation program reads out a lookup table (step 104) and allocates an access key function to the command with reference to the lookup table.
