<P>PROBLEM TO BE SOLVED: To prevent a spacer from being damaged by an edge formed at a side edge cut in the process of cutting positive electrodes or negative electrodes. <P>SOLUTION: A negative electrode 12 is carried in an A direction by a carrier device, which is not shown, and the amount that the negative electrode 12 is carried, namely, the length of the negative electrode 12 is measured by a touch roller 51.
