<P>PROBLEM TO BE SOLVED: To easily realize mobile communication through the efficient use of an L3 communication tunnel between each base station in a mesh-type network. <P>SOLUTION: Communication is performed via a mesh-type network 10 between a mobile terminal 16a and a mobile terminal 16b. For each of the mobile terminals 16a and 16b, an L2VLAN route is chosen to be utilized as an L3 communication tunnel based on the nearest base station 14. In the event that there is a failure in a link, there will be a L2VLAN switch. In this case, the logical L3 communication tunnel does not change. Failure recovery is possible only by switching the L2VLAN using an L2 switch. This improves the performance of a mobile communication system.
