PROBLEM TO BE SOLVED: To provide a cleaning device that can prevent the occurrence of stripes on an image by uniformly applying a lubricant on an image carrier surface, and provide an image forming device .

SOLUTION: The cleaning device 46 comprises: a brush 461 which contacts to a surface of a photoreceptor drum 41; and a lubricant LO which contacts to the brush 461. The brush 461 includes a rotation axis and a plurality of loop-shaped brush furs transplanted on a surface layer of the rotation axis. A contact width W2 between the brush fur and the lubricant LO is larger than a contact width W1 between the brush fur and the photoreceptor drum 41.
