<P>PROBLEM TO BE SOLVED: To detect a flow of movement of plural persons. <P>SOLUTION: A mobile object detecting device 50 comprises a storage unit 51, a moving locus calculating unit 52, a moving locus specifying unit 53, and a moving transition detecting unit 54. The moving locus calculating unit 52 calculates a moving locus of plural moving objects for each moving object based on position information and time information. In plural moving locus calculated by the moving locus calculating unit 52, the moving locus specifying unit 53 specifies a reference moving locus which shows a longer length of moving locus compared to lengths of other moving locus.
