<P>PROBLEM TO BE SOLVED: To provide a gas-barrier film, which has a good gas-barrier property and an excellent heat resistance and which is highly worth in terms of industries because not a rigid base material such as glass base material, but an inexpensive flexible polyethylene terephthalate (PET) film for general purpose use (which is offered in the most commercially available grades in thickness, optical property and others) can be used for the gas-barrier film, and to provide an organic electronic element such as an organic photoelectric conversion element or organic EL element using the gas-barrier film. <P>SOLUTION: A gas-barrier film has a stress relaxation layer and a gas-barrier layer including a compound having at least silicon and oxygen over at least one surface of a base material in this order. The stress relaxation layer has a thermal expansion coefficient of 0.5-20×10<SP POS="POST">-6</SP>/°C.
