<P>PROBLEM TO BE SOLVED: To obtain information useful for future energy saving activity, by appropriately analyzing a phenomenon accompanying violation operation infringing an operation rule of equipments. <P>SOLUTION: The equipment management system 100 is equipped with an acquisition section 22a, an extraction section 22b, a detection section 12, a specifying section 22c and an output section 22d, and manages a plurality of managing points 1a, 1b, ..., as a whole. The plurality of managing points 1a, 1b, ..., include one or more equipments 50a, 50b, ..., respectively. The acquisition section 22a acquires energy consumption amounts in the equipments 50a, 50b, ..., in a managing point unit. The extraction section 22b extracts a specified managing point which is a managing point that is specified, based on the energy consumption amount of the managing point unit. The detection section 12 detects the phenomenon accompanying violation operation infringing the operation rule of the equipments 50a, 50b, .... The specifying section 22c specifies an appearance pattern of the phenomenon accompanying violation operation in the specified managing point.
