<P>PROBLEM TO BE SOLVED: To provide a cooling device of an internal combustion engine that prevents breakage of a cooling pump due to cavitation. <P>SOLUTION: A cooling system 1 for an engine controls rotation number from a rotation start of an impeller 319 of a water pump 31 which has halted to the maximum impeller rotation number in a current operating condition of the engine 100, on the basis of a detected result of a water temperature sensor 41, so that a water pressure of the vicinity of the impeller 319 is not below a saturated vapor pressure of coolant. As a result, the system controls an increase degree of the rotation number of the impeller 319 when the water pump 31 drives so that the occurrence of cavitation in the coolant is prevented in the increase degree of the rotation number.
