A resin coating is formed within the peripheral area of the fuel cell separator, in a state where the power generation area is masked by a masking jig. Subsequently, the masking jig is removed, and a conductive coating is formed within the power generation area of the fuel cell separator, the peripheral area of which has been masked by a resin coating.
