PURPOSE: An electric vehicle charge and discharge system, charge and discharge apparatus, and method thereof are provided to save energy consumption costs by charging the battery of an electric vehicle when electricity costs are cheap. CONSTITUTION: A charge unit(24) charges the battery of an electric vehicle(15) when electricity costs in which are inputted through a first input unit(22) is a low price. A charge and discharge unit(25) charges the battery of the electric vehicle when electricity costs are lower than the inputted electricity cost. The charge and discharge unit discharges the battery when electricity costs in which are inputted by a second input unit(23) are higher than a standard price.
