The device has a blue color electrode (E1) constituting a transmitting electrode of specific ion e.g. lithium ion. A green color electrode (E2) constitutes a receiving electrode of ion in colored phase, where the specific ion rate of the receiving electrode is defined by a specific equation comprising parameters such as number of specific ion moles in the blue electrode at an inactive state, total number of specific ion moles received by the receiving electrode and obtained from the transmitting electrode and number of moles of inorganic electrochromic material in the green electrode. The specific ion rate of the receiving electrode is greater than or equal to threshold rate.
