Disclosed is a radio base station (eNB) which includes a CA (Carrier Aggregation) control section (12) configured to determine a PCC (Primary Component Carrier) and a SCC (Secondary Component Carrier) to be used for CA communications, and a receiving section (11) configured to receive a "Measurement Report" from a mobile station (UE) having detected a cell of a radio quality level, which is equal to or greater than a predetermined threshold, for a certain SCC during a TTT (Time To Trigger) or more, the Measurement Report including the radio quality level of the cell detected. When the radio base station (eNB) has no control over the cell of the best radio quality level among CCs (Component Carriers) being measured, the CA control section (12) is configured not to use the cell of the best radio quality level for SCC communications in CA communications.
