PURPOSE: A device and method for setting up communication relationship in a mobile communication system are provided to set X2 interface between network nodes of an eNB and a neighboring cell in which a relay cell is included. CONSTITUTION: A control unit(840) obtains information about a new neighboring cell. A modem(820) reports the information about the new neighboring cell to a DeNB(Donor eNB) which is a base station that relay node is included. The control unit determines whether the physical layer identification information of a neighboring cell which is included in a measure report message is included in the neighboring cell list of the relay node or not. If the physical identification information of the neighboring cell is not included in the neighboring cell list of the relay node, the control unit determines the neighboring cell as a new neighboring cell.
