PURPOSE: A phase noise compensator and method are provided to recompense a phase noise which is included in a received signal using a phase noise which is estimated according to a plurality of partial blocks. CONSTITUTION: Average phase noises according to partial block are estimated using the recovered signal of a frequency domain and the received signal of a time domain as input. Entire average phase noises are calculated by the average phase noises which are estimated according to the partial block. A phase noise about the received signal is eliminated by the entire average phase noises. The recovered signal of the frequency domain changes the received signal of the time domain into a received signal of the frequency domain. An average phase error is estimated by the received signal of the frequency domain.
