<P>PROBLEM TO BE SOLVED: To reproduce a high-quality image closest to a source image from an image obtained by downsampling the source image. <P>SOLUTION: A downsampling section 10 performs wavelet decomposition on and downsamples a source image F to produce a low-resolution downsampling image CA<SP POS="POST">(n)</SP>, and an encoding section 12 encodes the downsampling image CA<SP POS="POST">(n)</SP>produced by the downsampling section 10. A variance value determining section 11 determines variance values σ<SB POS="POST">CH</SB><SP POS="POST">(n)</SP>, σ<SB POS="POST">CV</SB><SP POS="POST">(n)</SP>, σ<SB POS="POST">CD</SB><SP POS="POST">(n)</SP>of a Gaussian filter for producing an image closest to the source image in upsampling processing at a receiving side based on downsampling images CA<SP POS="POST">(n)</SP>, CA<SP POS="POST">(n-1)</SP>produced by the downsampling section 10.
