<P>PROBLEM TO BE SOLVED: To provide a mobile communication system that can efficiently and easily switch tunnels with movement of a terminal. <P>SOLUTION: A mobile communication system for connecting a terminal to a service network includes a radio access network device, a gateway device, and a mobile management device. The radio access network device connects with the terminal. The gateway device constructs a plurality of tunnels that connects the terminal to the service network, and switches the plurality of tunnels in response to a request.
