The present invention relates to the communication transmission field, particularly provides a method for generating probe impulse and a Coherent Optical Time Domain Reflectometer (COTDR). Said COTDR includes a control unit for generating a first impulse signal and a second impulse signal with the same period T, the first impulse signal behind the second impulse signal, wherein the first impulse signal and the second impulse signal period T?t+2L/C; a drive unit for generating a frequency change drive signal based on the first impulse signal; a continuous light laser, driven by the frequency change drive signal, for generating continuous light with changed frequency and unchanged frequency spectrum width, and a probe impulse generating unit for modulating the continuous light based on the second impulse signal so as to generate the probe impulse. The COTDR provided by the present invention embodiments has higher fiber fault resolution and location accuracy.
