PROBLEM TO BE SOLVED: To discriminate an erected object on the basis of a laser point group.

SOLUTION: A point cloud projecting part 110 generates a point group ortho-image 191 obtained by projecting each point of a point cloud 491 (laser point group) to a plane on the basis of three-dimensional coordinates shown by each point of the point cloud 491 showing three dimensional coordinates of each place on the ground to look down at the ground. A point density calculating part 160 calculates the number of points projected into each area as point density among respective points of the point cloud 491 projected onto the plane in the area obtained by partitioning the plane with a predetermined size. An erected object specifying part 170 specifies an area where the point density calculated by the point density calculating part 160 is equal to or more than a predetermined number as an erected object display image portion at which an erected object is displayed. An erected object distinguishing part 180 distinguishes the erected object display image portion specified by the erected object specifying part 170 from the other image portions to represent the erected object display image portion in the point group ortho-image 191.
