<P>PROBLEM TO BE SOLVED: To automatically create a map including control information for controlling a terminal based on terminal state information correlated to position information acquired from the terminal. <P>SOLUTION: A first terminal transmits its own position information and its own terminal state information to a map server. Information storage means in the map server stores the position information of the first terminal and the terminal state information of the first terminal, which are received from the first terminal. Map information creation means in the map server determines one or more predetermined areas based on the stored position information, determines the terminal state information of each predetermined area based on the terminal state information correlated to the position information included in each predetermined area out of the stored position information, and correlates the determined terminal state information to each predetermined area. A map creation means in the map server integrates correlated predetermined area groups and creates a control information map.
