摘要

PROBLEM TO BE SOLVED: To provide an image coder which improves efficiency of coding by adaptively varying the base function of orthogonal conversion.

SOLUTION: A corder for subjecting each pixel of each unit block to the orthogonal conversion, quantization, and coding comprises a base function constitution means 8 which searches a similar area of a block to be coded from the area of coded pixels by using neighboring pixels of a block to be coded. The searched similar area is subjected to processing similar to conversion to a predicted residual error in the block to be coded and thereafter a proper base function is obtained.
