PROBLEM TO BE SOLVED: To provide a surface-treated metallic plate excellent in an environmental property by non-chromium surface treatment, applicable to various materials, excellent in discoloration resistance even when used for a tinned steel sheet, and excellent in various properties such as adhesiveness to an organic resin coating, adhesive properties, corrosion resistance, and dent resistance; and also provide a surface treatment method of the surface-treated metallic plate.

SOLUTION: The surface-treated metallic plate 5 includes an inorganic surface-treated layer 52 formed by being precipitated by cathode electrolytic treatment from an aqueous solution on a surface of a metal substrate 51, wherein the inorganic surface-treated layer 52 contains aluminum hydroxide or oxyhydroxide mainly containing Al, O, and F.
