A photovoltaic cell has an interface layer having an improved bond characteristic between two adjacent layers. The photovoltaic cell includes the interface layer disposed between a polymer window and a transparent conductive oxide layer. The interface layer is formed by a method that includes one of an ion bombardment process, a primer application process, and a solvent/etchant process. An apparatus to form the interface layer having one of an ion bombardment station, a primer application station, and an etchant application station is also disclosed. |
