<P>PROBLEM TO BE SOLVED: To prevent fixing of a throttle valve 6 due to freezing by a method of low cost without adding electric components such as an electric heater, or controller, when a shaft 5 fixing the throttle valve 6 is used under the condition of being perpendicularly provided with respect to a horizontal plane. <P>SOLUTION: On a bore wall surface 2 of a throttle body 4, a waste channel 9 is formed on the bottom face side to which a round hole 2a opens through which the lower end side of the shaft 5 passes. The waster channel 9 is formed more deeply than the bore wall surface 2 with a predetermined width in a circumferential direction of the bore wall surface 2, under the condition that a part of the bore wall surface 2 circularly remains around the shaft 5 inserted into the found hole 2a, and is formed on an upstream side and a downstream side from the position where the throttle valve 6 is fully closed.
