The present invention discloses a downlink transmission method and base station used in a Multiple Input Multiple Output (MIMO) system, wherein the method including: the base station, by using a Channel Quality Indicator (CQI), Rank Indicator (RI), and Preceding Matrix Indicator (PMI) reported by a User Equipment (UE) in a time window, selects a downlink MIMO mode from the downlink transmission modes which the UE is presently in; the base station transmits data to the UE by using the selected downlink MIMO mode. The present invention enables the effect of increasing the LTE system coverage and the system capacity to the maximum.
