SOLUTION: An execution pattern setting section 11 for setting execution patterns of each user to any one of a batch execution pattern or a sequential execution pattern for every task on the basis of execution history information in an execution history database 21, and an allocated user determination section 12 for determining a user to whom a predetermined unallocated task is allocated from users who are to be allocation objects by using an execution pattern that is set to a user who is to be an allocation object and the number of predetermined unexecuted tasks that is retained by the user who is to be an allocation object are included.
