<P>PROBLEM TO BE SOLVED: To provide a time management system that can achieve high accuracy time synchronization of the entire system, while suppressing the cost. <P>SOLUTION: Collecting means collects a clock precision of a communication device from the communication device. Procedure defining means defines a procedure based on the clock precision collected by the collecting means.
