<P>PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorber enabling reduction in thickness and weight of a dielectric layer and a DCF in the electromagnetic wave absorber using the DCF. <P>SOLUTION: The electromagnetic wave absorbing sheet 1 comprises the DCF 2, the dielectric layer 3 and an electromagnetic wave reflecting layer 4, and the ratio of the thickness d to the wavelength λ satisfies d/λ=0.01 to 0.03, and the weight per unit area is within a range of 1000 g/m<SP POS="POST">2</SP>to 3000 g/m<SP POS="POST">2</SP>.
